In 1986, Mr. Brooks joined the United States Air Force
after graduating from high school in Mobile County, Alabama. He served as
an active duty Air Force Policeman for four years and was honorably discharged in 1990. Mr. Brooks then joined the Mississippi
Army National Guard as a Combat Military Policeman. Richard maintained a Department of Defense SECRET security clearance while
in the Air Force and the Army.
After being honorably discharged from the Guard, Richard
worked for the Hinds and Rankin County Sheriff's Departments in Central Mississippi.
In 1995, Mr. Brooks became a City of Jackson, Mississippi
Police Officer, graduating as an Honor Graduate from JPD's Police
Academy. At that time, Jackson was the
10th most dangerous city in the country and number 3 in the nation for auto thefts (In 2008, Jackson ranked 4th in the Nation for Murder and 2nd in the Nation for Burglary). While at
JPD, Richard worked in Patrol, Vice & Narcotics, Gun Interdiction, served as a Field Training Officer, a Crime
Scene Technician and completed the FBI's Criminal Investigations School.
After leaving JPD, Richard became an Agent with the Mississippi
Bureau of Narcotics. While at the state narcotics bureau, Mr. Brooks served as an undercover agent, a case agent, a K-9 handler,
a member of the state’s Interdiction Unit, a member of the Narcotics Street Crime Suppression Unit, a member of the
Pharmaceutical Diversion Unit and was the only agent in the state conducting overdose death investigations. While in the Street
Crimes unit, Richard Brooks led the state in cases and arrests. Richard left MBN in 2001, leaving law enforcement to work
in private investigations.
As a PI, Richard has conducted all types of investigations.
He has been a surveillance investigator, a special investigations unit (SIU) investigator, a special investigations unit manager
and a case manager.
Mr. Brooks accepted a promotion to case manager and relocated
from the Jackson, Mississippi area to Orlando, Florida. As a case manager in Orlando,
Mr. Brooks managed all of the state’s investigations, which included up to 25 full and part time investigators across
Florida. Richard moved back to the Jackson, Mississippi area in 2006 to be with his son and
daughter. RBI was also created at that time.
Mr. Brooks is now located in Brandon, MS. Richard is the Secretary & Membership
Director for the Mississippi Professional Investigator's Association and the Director of the state of
Mississippi's chapter of the Association of Christian Investigators.
Mr. Brooks is also a member of the National Association of Investigative Specialists.

is a C.P.S., "Certified Process Server".
His certification is through the National Association of Investigative Specialists.
He is also licensed to carry a firearm in the state of Mississippi
by the Mississippi Department of Public Safety.
In addition to conducting investigations in Alabama and Mississippi which require no licensing, Richard Brooks
is also a current licensed private investigator in Florida.
BEWARE of those investigators who “only work Alabama
and Mississippi” or those who have not been licensed
in other states. Most states require a background check. Many others require a state exam. In the past, Mr. Brooks has been
a licensed PI in Arkansas, Georgia,
Indiana, Louisiana, New York, Tennessee
and Texas.
Mr. Brooks' wife, Liz Brooks, works with Richard as needed.
Mrs. Brooks has also worked as a case manager, an evidence manager and an intelligence analyst. Liz is bilingual, fluent in
Spanish, and has conducted surveillance. Mrs. Brooks serves as RBI’s translator.
Richard is a family oriented, born again Christian. He and his
family attend the First Baptist Church of Jackson, Mississippi. Richard has been a 2nd grade Sunday School teacher and
a coach for his son’s football teams.
